Manages “outgoing” 0MQ PUB socket and writing data to disk

All received packets will be either forwarded over zmq or saved to disk

Arguments

* incoming       : incoming connection for TofPackets
                   from any source
* thread_control : inter-thread communications,
                   start/stop signals.
                   Keeps global settings.
